I have the honour to enclose for
Your Lordship's information copies of correspondence with
the General Officer Commanding the Troops in South China
on the subject of a proposal by the Colonial Government to
construct a 100 foot road through the Northern portion of
War Department Land at North Point in the Island of Hong-
-kong.
2.
I am unable to conceive that the
War Office will support the contentions in this matter of
the local Military Authorities as set forth in Major-
-General Hatton's letters, but in the event of their doing
so I shall be glad to learn the grounds for such support
before any decision is arrived at in the matter.

I enclose a plan showing the con-
-templated improvement to the road and also the amended
